Congress Opposes Non-Violent Support For Palestinian Rights

This has not been a good week for Democrats, especially those who wish to cast their party as the progressive alternative to the Trump-McConnell regime. As the feckless party leadership continued to avoid taking any action against Donald Trump for his numerous crimes—which go well beyond the Russia questions—they managed to find time to pass a bill opposing the right of U.S. citizens to use economic leverage to press for change in Israel-Palestine.

H. Res. 246, a nameless bill which declares the House of Representatives’ opposition to the movement for boycott, divestment, and sanctions (BDS) against Israel, passed with 398 in favor and only 17 (16 Democrats and one Republican) representatives voting against it. The bill was considerably weaker than the sort of legislation the American Israel Public Affairs Committee (AIPAC) had hoped to pass to criminalize BDS at the federal level. Those efforts ran afoul of free speech concerns among a wide variety of Congress members.

In the end, H. Res. 246 addressed those concerns sufficiently to attract the support of comparatively moderate Jewish groups such as J Street, Ameinu, Partners for Progressive Israel, the National Council of Jewish Women, and Reconstructing Judaism. But fundamental issues remained, and if we were having a rational discussion about BDS and U.S. policy toward Israel-Palestine in general, those issues would have been more of an obstacle. Read more at LobeLog

Trump’s Endgame In Palestine

Last Friday, the State Department announced it would end all funding of the United Nations Relief and Works Agency (UNRWA), the UN agency that provides many essential services for Palestinian refugees in the West Bank, Gaza, Jordan, Lebanon, and Syria. The reaction to this decision has been mostly negative.

Some have objected to the Trump administration’s decision because it runs counter to U.S. interests. Some have objected because it jeopardizes Israel’s security. Others talk about the staggering humanitarian consequences for the millions of refugees UNRWA serves.

These are all important concerns. But none of them hits the mark of what the Trump administration—apparently at the urging of Israeli Prime Minister Benjamin Netanyahu, without any consultation with anyone else in the Israeli government or defense establishment—is doing. This is not merely an attack on UNRWA, as serious as that may be. This is an attempt to destroy the Palestinian national movement. Read more at LobeLog

US Backing Israeli War of Choice In Gaza

The moral high ground is always a tenuous piece of property. It is difficult to obtain and is easily lost. It is seen, however, as crucial because most people, all over the world, cannot accommodate the notion that life is composed of shades of grey; they desperately need to see black and white, good guys and bad guys, heroes and villains, in every situation. Nowhere is this truer than in the Israel-Palestine conflict.

It has become even more important for Israel to fight this rhetorical battle because, while it can always count on mindless support from Washington and from the most radically nationalistic and zealous Zionists around the world, the current escalation and ugliness is going to be very difficult to defend to even mainstream pro-Israel liberals, let alone the rest of the world. The hasbara (propaganda) has been flowing at a rapid pace, even more so than usual, as Israel struggles to maintain the treasured hold on the “moral high ground” that its own actions have increasingly undermined. No Friend to Israel

In my latest piece for Souciant, I look at the potential for change that Mitt Romney, Sheldon Adelson and Benjamin Netanyahu have created by trying to break the bipartisan consensus in the US on Israel. It will come to nothing if people don’t take this and run with it from within the Democratic Party, but there is a chance, if time, energy and lots of money get to work on it, that there could be a sufficient change among Democrats toward a US policy that is more sensible.

Israeli Impunity, US Indulgence, And Rachel Corrie

The expected verdict in the death of Rachel Corrie, killed under the wheels of an Israeli-modified Caterpillar bulldozer in 2003, came down today and the court found no fault with the Israel Defense Forces. That was no surprise. But the deafening silence about it in Washington is nonetheless reprehensible.

I’ve met Cindy and Craig Corrie, Rachel’s parents, on several occasions. I cannot imagine the lives they lead. I cannot imagine the death of my child, much less the death of a child at the hands of a supposed ally of my country with no accountability. I can’t imagine my child being killed by that ally and then seeing my child being blamed for the incident. Yet the Corries have lived through all this, and somehow, while their frustration has grown, it has never morphed into hate. Somehow they always cling to the hope

that Israel, an ostensible ally and fellow democracy, will at some point do the right thing.

I’m sure, though I haven’t spoken with them in years, that the Corries held out little hope that this verdict would be that point. But what is perhaps most stunning is that there is no clamor in the United States, aside from those whose sympathies would be with Rachel’s cause in trying to protect Palestinians from the ravages of occupation, for some kind of action on behalf of a US citizen who lost her life on foreign soil under, to be kind, questionable circumstances.

Take Cindy Corrie’s words today: “This was a bad day, not only for us, but for human rights, humanity, the rule of law, and the country of Israel.” Someone was missing on that list, but Cindy got to them inanother comment: “The diplomatic process between the United States and Israel failed us.”

I admire Cindy Corrie’s restraint. But the US failure here is much broader than what she is saying. And it’s a long term one.

On March 25, 2003, Congressman Brian Baird (D-WA) introduced a resolution in the House of Representatives calling on the US government to “undertake a full, fair, and expeditious investigation” into Corrie’s death. The bill gathered 77 co-sponsors, which is not a large number, though a larger one than is typical for a bill critical of Israel. But none had the political muscle to counter defenders of Israel in the House, so the bill died in the Committee on International Relations. Its death, like its existence, generated little attention.
