Perhaps the increasing isolation of the US, and of Israel, from those countries that wish to advance universal human rights will eventually be a positive. But the world would be better off if regional and global powers of such significance were working, even with missteps, to advance that doctrine. Israel, and any other country involved in asymmetrical warfare needs a clearer set of rules for what it can do as well as for what it cannot. IHL was written at a time where regular militaries fighting each other defined most warfare. That is no longer the case. Consideration of modern conflicts as well as monitoring and enforcement mechanisms is a crucial next step. Gaza is an opportunity to take that step. We should not let it be buried.Continue Reading
